Also depends on what you mean by spin. I can think of two distinct
meaning, one of which doesn't seem quite applicable. What do you mean
by "give it a spin".

If the metaphor invokes cricket (spin bowling) it
implies deception.
If the metaphor invokes a phonograph (record
turntable) it is innocent.

This expression has several meanings, as indicated by other posters. |
The "good thing, bad thing" reference will depend on what side one is on.
Here is another reference to the use of "spin" which, again, might be a good
thing or a bad thing. It might be either, but it also might be important or
necessary.
I am thinking in terms of taking a car(it) out for a spin. That does
require a change of wording, but once one transfers the object of spin to a
plan, giving and taking may be interchanged.
It simply means test driving a car, or putting a plan into practice in a
limited way for the purpose of judging whether the purchase of the car or
the activating the plan in full will be the proper action to take. It might
be a bad idea if the originators of the plan or the owners of the car have
not authorized the test, and don't have or won't accept liability for any
untoward occurence during the test.
I think that testing a "top" for spin might be another way of looking at the
"giving a spin".

Where I come from to give something a spin is to try it out and is neither
good nor bad. |
