"The present perfect tense refers to time now past but in some way
connected with the present. In the afternoon we can say 'I have bought
a new hat this afternoon' provided the afternoon is not wholly past,
but if we report this same purchase in the evening, we say 'I bought a
new hat this afternoon'."

indefinite and general, but cannot be used at all if a definite date is
mentioned which is now wholly past." ('I have never returned to that
place.')

"It is much used in general statements where the reference is to
timeless events." ('Misfortunes have fallen on many a good soul.')

"The present perfect is often used to indicate that an action or a
state that has begun in past time is still continuing." ('I learned
this morning that they have begun work on the bridge.')
