I've seen it used on drawings for building renovations. They were
hand-written and the tick crossed the top and bottom edges of the
square, if memory serves.

I think that this became common perhaps 30 years ago.
Before that, I believe, there was a stranger convention --
something like
20,00 sq '

The new symbol is an improvement, if we
remember that the tick is the old 'foot' symbol.
