That really doesn't sound like the place I visited. The only other
place I imagine it may have been was (is?) Federal Hill.

It's not a big hill, and has only one street going to the top iirc,

This description is pretty bad. I had checked the Yahoo map and the
loop is big enough to make the map. I was trying to describe that.
But only 2 or 3 small buildings front on the loop, and maybe a parking
lot or a driveway or two leading to parking lots.

Maybe. I't bigger and has a park on top, and an old wall around part
of it to make room for a sidewalk or to keep the hill from collapsing
and you can see the Inner Harbor and downtown Baltimore from the north
side of it, and a big rowhouse neighborhood from the south side of it.
