once _________, a language cannot easily be forgotten.
a. learning b. learned c. it learned d. having learned.
book says b is true.
why? and why aren't others true?
if "e. having been learned" is given, will this true answer for this
question?

No, because it's tautological: "once" means the same as "having been".
We need an adjectival form of the passive, and the past participle "learned"
is the only item that fits the bill. The sentence could be rewritten (less
idiomatically) as: "A once-learned language cannot easily be forgotten." Try
this one:
When _______, a hedgehog closes its eyes.
a. eating, b. ate, c. it ate, d. having eaten

Yes, your Solution E would be OK.
If you parse Solutions A, C and D, you ought to
be able to identify one error in each case.
