He is your father's brother-in-law, your step-mother's brother. If you need
to know the relationship to you, you might call him a step-uncle. However,
if you don't want to go into the whole rigmarole every time you mention him,
then just call him your uncle. Who would care, anyway?

Griff Rhys Jones, since you ask. It's a bit embarrassing because we
look a bit alike so I'm looking for a quick way to indicate that we're
not related if I'm ever together in public with my father's nuclear
crowd.

It could have been worse. I could have gotten a phone call from Dad
saying "I'm shacked up with Rowan Atkinson's sister".

In my family, somewhat humorously: step-uncle. We usually drop the "step"
modifier.
