I usually have couldn't answer the questions except for the ones I
wrote, but I *really* can't answer this one.

Assuming you are expressing a future inability to change past
actions, then according to Dr Streetmentioner's guide it's a
perfectly good tense formation

And I suspect that's appropriate to the question.
