I assume you mean newsgroups. And the answer is yes.Blogs are usually just
the opinion of the site owner called" the blogger" . Newsgroups are net
anarchy where everybody plays and the threads always stray from the original
subject.

But if I can post my opinion on a blog, as I often can, then

post, then he is running a web site -- no different from

Yes there are bunches.Try alt.technology, or just do a newsgroup search
using technology as you search key.

The way I find one is to use Google on a phrase that would be used in
the type of group that I'm looking for and do the search in "Groups".
Then, look to see which groups have the most posts on that subject and
which posts seem to be the most informative.

For example, Google "transistor" in "Groups" and you will see that the
term is common in sci.electronics.xxx, and there are several
sub-groups of sci.electronics.

You have to pick a term that somewhat technical. "Inventions" is far
too commonly used to be of help.
