I hear on the news that we've now become part of a six-nation alliance
for avoiding the Kyoto Protocol. That's six countries that account for
50% of all the world's greenhouse emissions.

And just the other day the Minister for the Environment was on /The
7:30 Report/ explaining that Global Warming is real, and that we're
going to suffer as a result.
But we still won't be signing any international agreements like Kyoto,
and there's no way in hell any of the people who ridiculed the idea of
climate change are going to admit they were wrong.

Can one avoid something from which one is excluded, in English usage?
The Kyoto Protocol set no emissions targets for three of the countries
in the new alliance - India, China and South Korea. They were always
going to be free to pump out as much greenhouse gas as they wanted. That
is why America, and presumably Australia, refused to sign the thing.

Even if everybody signed Kyoto and met their targets, the Protocol would
have almost no impact on global warming, and yet the financial cost
would be enormous - many trillions of dollars.
This doesn't necessarily mean that it is wrong to sign up to Kyoto but
it's very odd that the people who advocate Kyoto never mention
cost-benefit stuff. Kyoto is an article of faith. The problem is real,
therefore this particular response must be correct.
I don't know the details of what the six-nation alliance has proposed
but a technological response to the problem is as valid as any, so why
sniff at it?
Incidentally, a few months ago China announced that it was going to
build 500 new coal-fired power stations. 500. Just like that.
I wonder if this new treaty (or whatever it is) puts a limit on things
like that. Kyoto certainly doesn't. According to Kyoto, China is free to
build 5,000 new coal-fired power stations if it wants.
