Why would different community colleges have different foreign language
requirements in their IGETC?

In california

cypress, fullerton, and long beach city colleges require 2 semesters of a
foreign language while

cerritos, santa monica city, and mt sac colleges require just 1 semester of
a foreign langauge to get an IGETC certification.
