USC has a language requirement for most undergrad. UCLA does not. A friend
of my daughters tested out of the first year of language at USC because of
AP French and only had to take an additional year. As far as transferring at
junior level to UCLA (that is the only way to transfer there) since they
don't require a foreign language anyway, they certainly wouldn't require it
of transfers,

no language mentioned. Also note that the bulk of junior transfers into UCLA
are under matriculation agreements with the California Community colleges.
It is actually easier to transfer there from a community college than from
another university because the community college is set up to give you the
right progression of classes. That doesn't mean it is impossible by any
means! You just need to be careful what classes you take. You could look up
their requirements and try to match them with your current college and also
call or email them for specifics for your situation.

many majors require a foreign language, but not all . Engineering is one of
a hand full that looks like it doesn't., but CS does.
Why don't you email them both and ask the admissions departments
specifically? It's always best to go to the source.
