I am sorry I'm asking for help once more about that document...

the context:
"each facility must conduct a mock recall [...] to verify the capabilty to track the location and quantity of finished products [...]. ANY DEVIATION FROM 100% FOR THIS TYPE OF MOCK RECALL must be investigated by Division etc. etc..."

"any deviation..." : does the sentence in capitals mean that any problem that may occur during the "false" recall has to be investigated? it's that "deviation from 100% for" that sounds particularly strange to me!

It means if you do not successfully recall every single product in the
mock recall, then you must investigate to find out why and try to put it
right for the next recall.

The words 'any' and 'must' are pretty clear.
Unfortunately, it's not clear what the 100% means. 100% failure?

One would assume it means that all products are successfully tracked,
however you could also argue it refers to the success of the
verification process or even the participation rate.

The effect is the same, but it could have been worded better.

Any difference from 100% *compliance*. So if there is any fault or
absence in this 'mock recall' (i.e. it isn't done properly and fully)
must be investigated by the Divisin.
