I'd guess that "leads" here means "evidence of potential
opportunities".

Okay, and that site it full of things it calls "trade leads," and they

look to be notices to buy or sell things, on a commercial scale. Such
as:

Buy Fet Flakes [China]
Post Date: November 02, 2004 Expiry Date: April
30, 2005

We buy large quantities of pet flakes for long term.
Please quote your best price for washed, dried,
white and clear flakes based on cnf shangahi, china.
Our hong kong branch is a qualified seller of
recycled plastics to china by aqsiq.
Quantity: 300 to 500 MT

[SELL] Sell Ventilator

Post Date: October 30, 2004 Expiry date: April
30, 2005

Product Name: Ventilator
Model Number: HKHV0105
Place of Origin: China
Specifications:
1) Good appearance and high quality
2) Various choices available
3) Convenient installation and safe operation
4) Products available: induction lamps, emergency lamps, doorbells,
induction soft soap holders, potato slicers, cooking appliances and
others
Contact Information [snip]

So, Jeff's definition fits, these are notices of opportunities. A "lead"
(clue) for something to "trade" (buy or sell). A sort of classified-ad
page for industry. A virtual marketplace.

NB Mamet's "Glengarry Glen Ross" where the salesmen are looking for
"leads" - potential customers.

"These are the new leads. These are the Glengarry leads. To you, these
are gold; you do not get these. Because to give them to you would be
throwing them away."

"You got leads. Mitch & Murray paid good money. Get their names to sell
them. You can't close the leads you're given, you can't close shit, *you
are* shit, hit the bricks pal, and beat it, 'cause you are going *out*."
