Can't help you with your major, but for financial aid you first need to
know if the foreign college is a participant in the U.S. aid program. If
so, you will at least be able to get a Stafford loan by filing the
FAFSA. Go to http://www.fafsa.ed.gov/ and click on "Find my school
codes" and search either by a specific college name or just selecting
"foreign country" in the state dropdown box to see the complete list.
Many foreign schools will offer no aid of their own for non-citizens,
but their own literature or websites should tell you if they do.
