Am I the only one who is being jacked around by these people?
Every time I call them I get a different story.
I had my amount pre-certified, went through all their procedures,
and was told the only step left was to get the Promissory Note on
file. Today, for the first time, (and one day before disbursement),
they tell me they don't have the certification on file.
Next year I'm going elsewhere.

The words "to get the Promissory Note on file" have two possible
meanings. One is "for you to get [receive, claim, etc.] the
Promissory Note which is on file." The other is "for the bank to get
[provide, make sure, etc.] the Promissory Note on file. So we don't
know what is the subject of the infinitive "to get."
You say "every time" you call them, you get a different story. So you
have called at least twice. Did you get names from the people you
spoke to, and did you make note of the time and the substance of the
call? Did you take this information to a Wells-Fargo service
representative, who could work through the difficulties with you? Did
you ask what you might be able to do to cure the omission in your loan
application file? That's when the customer rep is supposed to say (if
true), "No. We have to do that" and tend to your case.
People with experience in life often have encountered difficulties in
dealing with institutions. Welcome to the club. Did you ever watch
Casablanca? Rick, a club proprietor, tells a supplicant (as closely
as I recall), "Other people have problems. They work them out.
Perhaps you will too."
Perhaps you got your loan. You don't mention the result. But next
year, if you are by then a Wells-Fargo customer already, you can
expect to be helped more readily.
