Post subject: I don't know how I am supposed to get financial aid... |

My parents do not pay their taxes... so how I am I suppose to get aid
through fafsa?
Am I suppose to become independent then file indepedence under special
circumstances. Or am I suppose to just put on the paperwork that they won't
don't file a return and just send it in anyway?
What procedure or path do I have to take?
I have been trying to find an answer for a long time (I have become
independent to improve my chances but I fear it may not be enough). If
anyone can help I would be eternally grateful.

If you mean that they are not required to file taxes because they meet
the rules that allow them not to file (low income, etc.) no problem. You
simply answer the appropriate questions about their income on the FAFSA.
Butif you mean that they are supposed to file and refuse, then you can't
file the FAFSA and you can't receive any aid. Federal aid money comes
from taxes. Someone who refuses to comply with the tax system is not
allowed to benefit from it.

You are either dependent (requires parent info) or you are independent
depending upon your circumstances. You are dependent unless you meet at
least one of the following conditions: You will be 24 before January 1
in the middle of that college year; you are a graduate student; you are
married; you have children or other dependents who receive more than
half their support from you; you are an orphan or ward of the court; or
you are a veteran of the U.S. military.
If you do not meet at least one of the above and file without parent
info, the FAFSA will be rejected. You are dependent unless there are
very special circumstances like documented abuse or abandonment that you
can prove to the college, and then the college has to step in to
over-ride the processing rejection.

My parents receive very low income, maybe they do not need to file but
regardless they haven't just because they believe they can't. They are
immigrants and have been doing something I do not condone by not paying
taxes. But, just this year I have started paying my own taxes and have done
everything in my power to be a good citizen. Are you saying I cannot benefit
because my parents have not paid? I have never had control over what they do
so how am I supposed to be responsible? They cannot pay for my college
either. So... how am I supposed to go to college without any financial
support at all from anyone? I have always had high aspirations for my career
and future as a whole; There is no way I can succeed without a proper
college experience. I am going to finish my two years in community college,
but what am I supposed to do after that? I do not meet any of the
requirements you listed. What do I do?

First, determine whether your parents do or do not have to file taxes
based on their income. If they have taxable income over $15,600 a tax
return is definitely required. If they should file, but don't, then you
can't receive federal financial aid.
If you don't qualify for aid, you can still apply for outside
scholarships from local and national organizations, and you could be
offered a merit scholarship from your college if you have superior grades.
But without federal aid it's likely that you are simply going to have to
find sources to borrow from to finance college. But they will require
meeting credit requirements, and probably require your parents as a
co-signer. Ask your college financial aid office about "alternative"
education loans, and whether any can be obtained without first filing a
FAFSA.

Why can't I claim financial abandonment? Isn't that essentially being
abandoned?
Given my situation, why can't I live completely independently and ask for
independent status under unusual circumstances?
How can I find out about my parent's taxable income? I was raised by only
one of my parents who runs a home business that has no interaction with
governmental paperwork or protocols.

I can offer no further guidance beyond the explanations already given.
If you think that a school should consider something as special
circumstances then it's them that you'll have to convince, and that's
not easy since they have to follow federal regulations in such cases.
Parent refusal to pay for college, or failure to file required tax
returns is not usually an acceptable reason to do an over-ride.
But you can certainly ask. Given the circumstances as you've previously
desribed, it's probably the only way you'll even be able to get a FAFSA
processed.
