Is this a run-on sentence?
It's one thing to post like that to a newsgroup, it's another to actually
publish a web page that looks that way.

To my taste, yes, it is. It calls for a semi-colon or a "but", or
both.

I'd say either one or the other, but not both. Choosing "but", one |
could even do without the comma, although the second clause here
might be a little long 'for comfort' without a preceding pause.

I would probably write the example sentence this way:
"Posting in a newsgroup and actually publishing a web page
of the same material are different issues."
