Family, team, government, regiment etc. are "collective nouns."
Their usage varies between groups, e.g. Americans say:
The government is expected to XYZ
where British people say:
The government are expected to XYZ.
I.e. so far as there is a rule governing collective nouns,
the rule is relative to local linguistic usage.

There will be variations in individual usage, but for the most part, "family
are" is used in the UK, while "family is" will be used in the US.
In terms of usage, both are correct. You might tailor your usage to match
whichever country you wish to emulate. There are many such "pondial"
differences, so you can choose quite a number of matches to your preferred
usage. (The team are, the government are, etc. in the UK for example.)
(I think Canada matches with the US, in general, while Australia matches the
UK, though I am not sure about this.)
