Without more context, the only difference is the tense of the verb.

What he's trying to say is:
"is given" is present tense and "was given" is past tense. E.G., "the boy was
given an X-Box game last XMAS" or "the boy was given an X-Box game every XMAS
from 1999 through 2003" would be two examples of past tense. "The boy is given
an X-Box game every XMAS" [which would mean it's STILL on-going] would be
present tense, while "the boy will be given an X-Box game this XMAS" is an
example of future tense. As I can tell by your typing, you're still a relative
beginner at Engrish, so if you have any Questions? or Comments? about what I've
said, feel free to axe.

Neither occurs alone like this. Both occur
in sentences, and we need the surrounding sentences
to ascertain the answer you want.

How do you know? How do you know he doesn't mean 'is given' in the sense
of a theorem in linear algebra?
