People say "Have a nice day" when they say good bye. Can I say "Have a
good time"?

This is an Americanism, unknown in half the English-speaking
countries.

Yes, only in context. You might say this when someone
is going to visit a circus, not when he is going to the dentist.

"Have a good time!" is said when the person to whom you are saying
"goodbye" is going to a party, a movie, or some other diversion. "Have
a nice day" is usually said when you don't know where they're going.
