dictionary.com defines 'dibber' as a variant of 'dibble',
but I've only seen 'dibber'. Has anyone seen 'dibble'?

It's visible in OED.
No connection with 'dibble' as in 'the Police'.

Top Cat's foil was Officer Dibble!

Which is precisely where the slang term comes from. Popularised in
Manchester, AFAICS.

In what way is this off-topic? Or does the {OT} in the subject
line stand for something else, here, like "Only Testing"?

I suppose it would make sense for us to reverse the convention,
and assume that all threads are off-topic unless otherwise
marked, but to the best of my knowledge the comittee have not
discussed the proposal; nor is it on the agenda for any of the
officially scheduled meetings. Rumours abound, of course, of
unofficial and unpublicised meetings, but I'm inclined to to
treat such talk as mere idle speculation. If you'd like further
confirmation I'd suggest that you write to the secretary at the
secret address.

Don't give away the secret address just yet! John Dean has already
spilt the password "Tarboosh Fez", so non-AUE adepts now know that the
Masons are involved. The next clue can be found in a coded discussion
about phonemes.
