Looks like this newsgroup is a ghost town.. but I'll try anyway. I'm applying
to Physics grad schools, and, as an american ("U.S.ian"?), I'm applying mostly
to schools in the U.S. The usual thing at american grad schools in physics is
that grad students are financially supported by the university. My research so
far leads me to believe that this is not the case for students who go to
another country for grad school. (1) Is it possible to go to grad school
somewhere in the EU as an American, and be financially supported by the
university? (2) There are plenty of ranked lists of American grad school
programs in any given subject, but I haven't seen any world-wide lists of good
grad school departments. Any pointers to such?

You're not wrong about the ghost town... You'd probably have more luck
at www.phinished.org , a site full of international grad students.
All I can tell is that in the UK, most students are funded by the
research council (EPSRC), a government organisation only allowed to fund
EU students. There are some company funded research positions that are
open to anyone, but they are rare.
